按照2023重庆国际人才交流大会（以下简称“国才会”）总体安排，定于2023年12月16—17日举办海内外博士离岸创新创业项目洽谈会（以下简称“洽谈会”），现将有关事宜公告如下：

In accordance with the overall arrangements of the 2023 Chongqing International Talent Exchange Conference (hereinafter referred to as "CQITEC"), the Offshore Innovation and Entrepreneurship Project Fair (hereinafter referred to as the "Fair") is scheduled to be held from December 16 to 17, 2023. The relevant matters are hereby announced as follows:

一、目标任务

I. Objectives

重点围绕重庆市“416”科技创新战略布局和“33618”现代制造业集群体系，邀请千名优秀海内外博士博士后开展交流对接、联合攻关、实地考察、成果转化、项目签约等洽谈活动，搭建集人才交流、智慧碰撞、项目对接、成果落地于一体的高端化、国际化、市场化国际交流合作平台，建立“区域内注册、海内外孵化、全球化运营”的人才双向离岸创新创业新机制，激发高层次人才创新创业活力，推动现代化新重庆高质量发展。

Focusing on Chongqing's "416" strategic layout of scientific and technological innovation and the "33618" modern manufacturing cluster system, the Fair will invite about 1,000 outstanding domestic and overseas doctoral and postdoctoral talents to engage in exchanges and connections, joint technical research, field visits, achievement transformation, project signing, and other negotiation activities. It aims to establish a high-end, international, and market-oriented platform that integrates talent exchange, intellectual collision, project connection, and implementation of achievements and create a new mechanism for bidirectional offshore innovation and entrepreneurship, featuring "regional registration, domestic and overseas incubation, and global operations" to stimulate the innovation and entrepreneurship vitality of high-level talents and promote the high-quality development of modern new Chongqing.

III. Schedule

第一阶段：征集双向需求。设立四个通道征集双向需求，即日起面向海内外博士博士后及其团队（含在读博士和在站博士后，以下简称项目合伙人）征集项目合作需求和求职入伙需求，面向在渝单位（以下简称项目合作单位）征集项目落地需求和人才招引需求，具体要求详见第四、五条。

Phase 1: Collecting bidirectional demands. We will establish four channels to collect bidirectional demands. From now on, we will collect the demands for project cooperation and job entry from domestic and overseas doctoral and postdoctoral talents and their teams (including doctoral candidates and postdoctoral fellows, hereinafter referred to as project partners) and the demands for the implementation of projects and talent recruitment from units in Chongqing (hereinafter referred to as project cooperation units). Specific requirements are detailed in Articles IV and V.

第二阶段：搭建交流平台。将组建工作专班，精准有效匹配双向需求，采取线上线下、一对一交流、面对面洽谈等多种方式开展对接服务。

Phase 2: Building an exchange platform. We will form a dedicated team to accurately and effectively match bidirectional demands and provide connecting services through various methods such as online and offline interactions, one-on-one communications, and face-to-face negotiations.

第三阶段：组织现场洽谈。邀请有合作意向的人才和单位来渝参加现场洽谈会，通过路演推介、专场招聘、实地考察、实景体验等多种方式进行深度洽谈，促成技术转移、成果转化、项目合作、投资融资、“双招双引”等交流合作。首场洽谈会将于国才会期间举行，主要日程安排详见附件1，具体安排另行通知。

Phase 3: Organizing on-site negotiations. We will invite talents and units with cooperation intentions to Chongqing for the on-site Fair, where they can conduct in-depth negotiations through roadshow promotion, special recruitment sessions, field visits, and live experience, facilitating technology transfer, achievement transformation, project cooperation, investment and financing, "attraction of investment and talents", etc. The first Fair will take place during the CQITEC, with the detailed main schedule provided in Attachment 1 and specific arrangements to be notified separately.

第四阶段：促成落地签约。邀请成功合作的人才和单位在国才会闭幕式上举行签约仪式。

Phase 4: Facilitating project signing. We will invite successfully cooperating talents and units to hold the signing ceremony at the CQITEC Closing Ceremony.

第五阶段：建立长效机制。洽谈交流平台长期有效，持续征集双向需求，动态发布活动信息，择时举办现场洽谈会。

Phase 5: Establishing a long-term mechanism. To ensure the long-term effectiveness of the negotiation and exchange platform, we will continuously collect bidirectional demands, dynamically release event information, and organize on-site fairs as needed.

四、征集对象及要求

IV. Target Participants and Requirements

（一）项目供给方：指项目合伙人，具有以下情形之一：

(I) Project Suppliers: Referring to project partners with one of the following situations:

1. 有自主研发关键核心技术，能解决重庆市现代制造业集群体系建设中“卡脖子”难题；

1. Possessing key core technologies developed independently, with the ability to solve "bottleneck" challenges in the construction of the modern manufacturing cluster system in Chongqing;

2. 有研发、技术、创新成果转移转化意向合作项目；

2. Intending to cooperate on projects related to research and development, technology, and innovation achievement transfer and transformation;

3. 有良好发展前景的创新、创业项目；

3. Having innovative and entrepreneurial projects with promising development prospects;

4. 有投融资合作意向；

4. Having intentions for investment and financing cooperation;

5. 有开展离岸研发、离岸贸易经营业务经历；

5. Having experience in offshore research and development and offshore trade operations;

6. 有来渝合作发展的意向。

6. Having intentions for cooperative development in Chongqing.

（二）项目需求方：指项目合作单位，即在渝高校、科研院所、新型研发机构、企事业单位等创新主体，留学人员创业园、离岸创新创业基地等孵化平台、园区，以及投融资机构，具有以下情形之一：

(II) Project Demanders: Referring to project cooperation units, namely innovative entities such as universities, research institutes, new research and development institutions, and enterprises and public institutions in Chongqing, and incubation platforms and parks including overseas students pioneer parks and offshore innovation and entrepreneurship bases, as well as investment and financing institutions, with one of the following conditions:

1. 拥有支持项目合伙人开展研究研发、技术创新、项目合作等相应设施设备、政策措施、应用场景，有急需解决的问题、难题；

1. Possessing facilities and equipment, policy measures, and application scenarios that support project partners in research and development, technological innovation, and project cooperation, with urgent problems or challenges to be addressed;

2. 拥有国家级、省部级科技研发平台、重点实验室、创新创业中心、科研项目等合作平台；

2. Having national or provincial-level science and technology research and development platforms, key laboratories, innovation and entrepreneurship centers, research projects, and other cooperation platforms;

3. 具备成果转移转化、项目孵化服务能力，有招商引资需求的；

3. Having the ability to transfer and transform achievements and provide project incubation services, with investment attraction needs;

4. 深耕科技创新和现代制造业领域，具备优质项目挖掘能力，有投资合作需求；

4. Deeply engaging in scientific and technological innovation and the modern manufacturing industry, with the ability to discover high-quality projects and investment cooperation needs;

5. 有具体的“双招双引”支持政策和措施；

5. Having specific support policies and measures for "attraction of investment and talents";

6. 有项目合作意向。

六、支持措施

VI. Support Measures

（一） 按照相关规定，参加洽谈会人才可享受重庆市人才双向离岸创新创业政策，通过洽谈会来渝人才可享受重庆市人才项目、平台建设等政策支持，参加现场洽谈人才可享受国才会参会补贴政策。

(I) According to relevant regulations, talents participating in the Fair can enjoy Chongqing's policies for bidirectional offshore innovation and entrepreneurship; talents coming to Chongqing through the Fair can enjoy Chongqing's talent project, platform construction, and other policy support; and talents participating in on-site negotiation events can enjoy the CQITEC participation subsidy policy.

（二） 项目签约双方在推荐申报国家级、市级企业研发机构、企业技术中心、工业和信息化重点实验室等研发平台，创新型中小企业、“专精特新”中小企业培育发展等项目及推动技术成果转化应用时，同等条件优先支持。优先纳入重庆市首台（套）重大技术装备应用推广。

(II) When recommending and applying for national and municipal-level enterprise research and development institutions, enterprise technology centers, key laboratories for industrial and information technology, and other research and development platforms, as well as projects such as the development of innovative small and medium-sized enterprises and "specialized, refined, special, and innovative" small and medium-sized enterprises, and promoting the application of technological achievements, the signing parties will receive preferential support under equal conditions. They will be prioritized for inclusion in the application and promotion of the first piece (set) of major technical equipment in Chongqing.

（三） 项目签约双方在申报重庆市重点研发项目、重庆市自然科学基金项目和揭榜市科技局“揭榜挂帅”项目的，同等条件优先立项支持；牵头承担国家重大科技专项和重点研发计划，根据项目合同实施进展绩效，市级按照上年度国拨资金的3%进行奖励，单个项目最高奖励100万元；牵头实施重庆市自然科学基金项目，项目经费实行“包干制”；牵头实施横向经费20万元以上的在研科研项目，达到市级科研项目立项标准的，可申请纳入市级科技计划项目管理，且不纳入限项管理范围。

(III) When applying for Chongqing's key research and development projects and Chongqing Natural Science Foundation projects, and taking the lead in the list programs of the Chongqing Municipal Science and Technology Bureau, the signing parties will receive preferential support under equal conditions. For signing parties leading and undertaking major national science and technology projects and key research and development plans, they will be rewarded 3% of the previous year's nationally allocated funds for municipal projects, based on the performance of project contract implementation progress, with a maximum reward of RMB 1 million for a single project. For signing parties leading Chongqing Natural Science Foundation projects, they will have their project funds implemented under the "Overall Rationing System". For signing parties leading ongoing scientific research projects with horizontal funds exceeding RMB 200,000 and meeting the municipal research project approval criteria, they can apply to be included in municipal science and technology planning project management and will not be subject to restricted project management.

（四） 组织投融资机构提供融资孵化、贷款授信等服务。

(IV) We will organize investment and financing institutions to provide financing incubation, loan credit, and other services.

（五） 项目合作单位给予项目合伙人启动资金、股权融资、运营服务、人才服务等各项支持政策。

(V) Project cooperation units will provide project partners with support policies such as start-up funds, equity financing, operation services, and talent services.

（六） 支持项目签约双方叠加享受重庆市、主管部门、区县（自治县）、合作单位等“双招双引”各项支持政策。

(VI) We support signing parties to simultaneously benefit from various support policies of "attraction of investment and talents" provided by Chongqing Municipality, competent authorities, districts and counties (autonomous counties), cooperation units, etc.

七、组织工作

VII. Organization Work

（一） 活动由重庆市人力资源和社会保障局、重庆市科技局、重庆市经济和信息化委员会、重庆市国有资产监督管理委员会、重庆市归国华侨联合会、重庆欧美同学会、两江新区管委会、西部科学城重庆高新区管委会联合主办，重庆市人才交流服务中心承办。活动执行办公室设在重庆市人力资源和社会保障局。

(I) The event is jointly hosted by the Chongqing Municipal Human Resources and Social Security Bureau, Chongqing Municipal Science and Technology Bureau, Chongqing Municipal Economic and Information Technology Commission, Chongqing Municipal State-owned Assets Supervision and Administration Commission, Chongqing Federation of Returned Overseas Chinese, Chongqing Western Returned Scholars Association, Liangjiang New Area Administrative Committee, and Western (Chongqing) Science City Hi-tech Zone Administrative Committee, and organized by Chongqing Talent Exchange Service Center. The executive office for the event is located at the Chongqing Municipal Human Resources and Social Security Bureau.

（二） 重庆市各区县（自治县）人民政府、行业主管部门、企事业单位、科研院所等单位，负责开展宣传动员、推荐报名、组织洽谈、跟踪落地等工作；组织推荐投融资机构、创业孵化机构、金融机构、创投基金等作为活动合作机构，提供融资孵化、贷款授信等服务。

(II) People's governments of districts and counties (autonomous counties) in Chongqing, competent industry authorities, enterprises and public institutions, research institutes, and other units are responsible for conducting publicity and mobilization, recommending registrations, organizing negotiations, and tracking implementation. In addition, they will organize and recommend investment and financing institutions, business incubation institutions, financial institutions, and venture capital funds as cooperation organizations, which will provide financing incubation, loan credit, and other services.

（三） 重庆市各区县（自治县）人力社保部门会同科技、经信、国资等部门负责辖区内双向需求的征集和报送工作，重点依托辖区内平台机构组建专业协作团，提供项目资源、技术协作、项目对接、成果落地支持和宣传服务保障。

(III) The human resources and social security departments, together with the science and technology, economic and information technology, state-owned assets supervision and administration, and other relevant departments in districts and counties (autonomous counties) in Chongqing, are responsible for the collection and submission of bidirectional demand information in their jurisdictions. Mainly relying on platform institutions in their jurisdictions to form professional collaboration teams, they will provide support for project resources, technical cooperation, project connection, implementation of achievements, and publicity services.

（四） 重庆市人力资源和社会保障局负责组建执行委员会及其办公室，面向全球征集离岸人才创新创业导师，为人才项目提供筛选匹配、技术指导及创新创业咨询等服务。

(IV) The Chongqing Municipal Human Resources and Social Security Bureau is responsible for establishing the executive committee and its office, globally recruiting offshore talent innovation and entrepreneurship mentors, and providing services such as screening, matching, technical guidance, and innovation and entrepreneurship consultation for talent projects.
